I know that i could take off the roof add a brick layer and then put roof back on.

Consult a contractor for an estimate. And although almost any roof can be raised the cost of raising a very large or complex roof may outweigh the benefits. Hence i wish to raise the roof by say 9 to 12 inches. My issue is that my garage ceiling is too low at just over 6feet i keep hitting my head on the lights.

You might also try raising the actual garage itself but this obviously has structural challenges. You could brace the inside of your garage and use hydraulic lifts to raise the roof.
